Sorry for the question but, did you modified the previous pencils on photoshop or this is a new one on "inkwashed" as you said? What is technique?

No..it`s inkwashed over pencils.

Here is the technique in Photoshop.

Make the new layer then select the color you like and make sure it`s in the foreground color box then go to Edit and Fill then ok. Move to Layers box at the lower right corner then make it Multiply-Linear light and Vivid light then flatten the image.
